The Preconstruction & Environment Unit works with the North Carolina Department of Transportation (NCDOT) to provide guidance and oversight during the development of Federal-aid projects beginning with environmental coordination and continuing through right of way acquisition. The Unit ensures compliance with the Federal environmental laws and regulations, including the National Environmental Policy Act (NEPA) and Section 4(f) of the U.S. Department of Transportation Act of 1966; and provides oversight of real estate and right of way functions for federally funded highway and transportation related projects throughout North Carolina. The Unit's work activities include overseeing the preparation of Environmental Impact Statements, Environmental Assessments, and Categorical Exclusion determinations by the NCDOT; and participation in the interagency NEPA/ Section 404 Merger Process.


Realty

The Office of Right-of-Way and Realty Services is responsible for the oversight of real estate and right-of-way functions for federally funded highway and transportation related projects throughout North Carolina. In partnership with the North Carolina Department of Transportation, we provide program guidance and direction on: advance acquisition of right-of-way, hardship and protective acquisition, relocation functions under the Uniform Relocation Assistance and Real Property Acquisition Act, appraisal functions, negotiations, property management, right-of-way disposal, access control management, airspace management, corridor preservation, federal land transfers, outdoor advertising control and the Highway Beautification Act.

Environmental Programs

The Environmental Program Coordinator is responsible for policy, procedural, and technical coordination and interpretation within the Division and with State and local personnel on environmental laws, regulations, and Executive Orders for the Federal-aid highway program in the State.
