Transportation Management Areas (TMA)


A Transportation Management Area (TMA) is an area designated by the US Secretary of Transportation, having an urbanized area population of over 200,000, or upon special request from the Governor and the MPO, or under special circumstances designated for the area.

North Carolina has 17 Metropolitan Planning Areas (MPO). Seven of the 17 MPOs have a population of over 200,000, and have therefore been designated as TMA. Two of the 17 MPOs retained planning area from a TMAs urbanized area, and therefore, under special circumstance became a TMA.

In addition to meeting all the federal requirements for an urbanized area and MPO, TMAs are also responsible for developing congestion management systems, TIP project selection, and are subject to a joint federal certification review of the planning process at least every three years.

The NC-Division Office of the Federal Highway Administration (FHWA) and Region IV of the Federal Transit Administration (FTA) have certified five of the nine TMAs. To view the certification report for a given area select from following list:
