1 (At 2:30 p.m. on April 23, 2001, with
2 Hearing Officer Behrns, Witness Rodney Otley and
3 the court reporter being present, the following
4 testimony was given:)
5 HEARING OFFICER BEHRNS: If you would
6 start by speaking your name and then spelling your
7 last name for our reporter here.
8 MR. OTLEY: Okay. I'm Rodney W. Otley,
9 O-t-l-e-y. What else do you need?
10 HEARING OFFICER BEHRNS: That's it, you
11 can just go for it. Are you representing yourself
12 or an organization?
13 MR. OTLEY: Myself. The main thing is I
14 think we need a public -- we haven't had a public
15 hearing here. I mean, this -- you call this a
16 public hearing but basically we should have a
17 hearing where all the politicians that are going to
18 be voting on it, we should be making our testimony
19 in front of them.
20 And the other thing is, the data
21 upstairs on those maps still isn't right even with
22 the revised maps that they've put up here since the
23 last meeting. There's still a -- they've got
24 mistakes on them, even I've pointed out a couple
25 myself. So I don't know if they'll correct them

1 this time or not. That's about all I've got to say
2 right now, the rest of our comments will be made
3 on -- in writing, in writing before the end of the
4 period. Was it May 14, I think.
