2007 Accomplishment Report and 2008 Business Plan
FISCAL YEAR 2008 KEY INITIATIVES
To achieve these goals, the FHWA Ohio Division has defined a number of initiatives for Fiscal Year (FY) 08 and beyond. The following is a list of key strategic initiatives for FY 08. While this is not an exhaustive list, it is representative of where the Division Office is focusing FY 08 efforts.
Safety:
- Conduct Road Safety Audits.
- Advance projects identified in the "5% report" (from 2007 report).
- Provide safety outreach to counties located outside MPOs.
- Projects are identified and implemented to improve safety on county systems.
- Develop a process to measure the effectiveness of the Comprehensive Highway Safety Plan (CHSP).
- Implement prioritized strategies for fixed objects and head-on, cross median crashes.
- Implement prioritized strategies for intersection crashes.
- Implement the Safe Routes to School Program.
- Support the implementation of prioritized strategies for speed-related crashes.

Reduced Congestion:
Proactively advance Ohio's top 10 Bottleneck Removal projects.
Identify a hotspot/bottleneck location in each of the three major urban areas of the state where short term or intermediate countermeasures are applicable and prepare a case study for each and prepare a summary report of statewide activities.
Increase the amount of real-time travel information made available to the public.
Increase the number of metropolitan areas adopting Quick Clear Program.
Proactively work with the TMAs to ensure they use, maintain, and comply with the regional ITS architecture requirements.
Work with ODOT and the TMAs to increase the use of reliability-based congestion performance measures.

System Enhancement and Preservation:
- Provide technical assistance and support to ODOT's new leadership to continue to advance asset management principles.
- Increase the use of high-performance materials in construction projects.
- Establish a program for load rating local bridges.
- Develop and implement plans of action (POA) to address scour of critical state bridges.
- Conduct Materials Quality Assurance QIR and identify improvements.
- Support the Pavement-Bridge Interface Ride Quality Improvement and Corrective Strategies study.
- Promote the Highways for Life concept to ODOT.
- Provide technical assistance to ODOT on non-traditional revenue sources.
Global Connectivity:
- Proactively build freight partnerships with the MPOs.
- Improve efficiency of intermodal connectors.
Environment:
- Continue proactive involvement in developing and managing EIS and EA schedules.
- Complete the ODOT Planning and Environmental Process Manual.
- Continue promoting CSS to progress toward a mature level of implementation.
- Identify and initiate implementation of one CSS project.
- Promote Exemplary Human Environment Initiatives (EHEI) in the transportation development process.
- Complete and implement MOA with USEPA and OEPA on methodology to determine "projects of concern" for PM2.5.

SR-531 Lift Bridge over the Ashtabula River in downtown Ashtabula, OH. This historic bridge is being rehabilitated in 2007-08.
Work on the bridge includes painting and structural and mechanical work on the lift and truss.
Security and Emergency Management:
- Work with MPOs and ODOT to ensure statewide and metropolitan planning process includes consideration of emergency management.
- Ensure appropriate security-related elements are considered in design for ODOT major bridges.
- Participate in FEMA emergency management exercise.
- Update office emergency operations plan and conduct an emergency exercise.
Program Delivery and Stewardship:
- Implement tools to improve our effectiveness of program delivery.
- Conduct Civil Rights baseline assessment.
- Work with ODOT to improve oversight of the local program.
- Improve on time and on budget project delivery through effective FHWA program and technical assistance.
- Determine technology needs of ODOT
Organizational Excellence:
- Continue to support agency-wide resource sharing initiative.
- Implement 2007 All Employee Survey Action Plan.
Security and Emergency Management:
- Work with MPOs and ODOT to ensure statewide and metropolitan planning process includes consideration of emergency management.
- Ensure appropriate security-related elements are considered in design for ODOT major bridges.

This bridge over the Hocking River and the relocation of SR-144 in Athens County
was completed with Emergency Relief funds in the summer of 2007.
