Division Leadership Program

Background
The Ohio Division recognizes the importance of leadership development from an Agency standpoint and an employee standpoint. The Leadership Development Program will benefit the Agency and individuals in two ways. First, it will help prepare its employees to assume future leadership positions within the Agency, whether it is in a Division, HQ, RC, Administrative, or Federal Lands office. Second, it will assist employees in identifying their strengths and developmental areas for their own self improvement, as well as strengthening their ability to work with fellow Division employees and our partners and customers. Doing so will enable the Division to work more effectively with our partners to successfully accomplish our mutual goals and objectives.
Membership
The Division Leadership Council (DLC) is open to all employees in the Ohio Division who would like to participate and have a sincere interest in developing or enhancing their leadership skills. The DLC members will serve for one year, or longer if the committee member wishes. Each DLC member will facilitate a meeting by developing an agenda and discussion.
Mission
The mission of the Division Leadership Council is to nurture ideas, knowledge, and opportunities for each Ohio Division employee to demonstrate their leadership potential within their project and program areas.
Committee Purpose & Functions
The Division Leadership Council (DLC) will help prepare the future leaders of the Federal Highway Administration, as well as nurture and develop the necessary leadership skills for employees at the local and national level to help the Agency more effectively advance and accomplish its goals and objectives.
The DLC will decide what leadership activities to pursue. In addition, the DLC will develop a general plan for the year outlining the major activities to be monitored and accomplished.
Book reviews, a few chapters per month will be read and discussed. The DLC will identify a list of recommended leadership books and videos to select from for this activity. Also, participants will be invited to share any leadership or management concepts learned at various conferences, workshops, or forums that may be of interest to the group.
The DLC will research and identify leadership training needs for the council members, as well as those courses thought to be of benefit to all Division employees, as necessary. Training courses or seminars may be held in the Division or may be at other venues, depending on the availability, cost, and other factors.
Committee Chair
A committee chair may be elected by the committee or may be a volunteer from the committee. The chair's responsibilities are to provide overall coordination of the DLC's activities, schedule and conduct meetings of the DLC, coordinate the activities established by the DLC, and ensure that records of meetings and activities are established and maintained.
Meetings
Each month, all participants will meet for approximately one hour to discuss various leadership concepts obtained through leadership books, videos, etc, and how it applies to our office and to each individual (both on a professional and personal level, if desired).
Budget
The DLC will develop and manage an annual budget to secure materials needed for the leadership activities. The Division will commit GOE funds to support the DLC.
This Charter will be used in conjunction with the Leadership Development Program Procedures Memorandum dated October 6, 2005.
