The Joint Working Committee (JWC) was established in 1994 with a memorandum of understanding between U.S. DOT Secretary Peña and Mexico's SCT Secretary Gamboa. U.S. DOT Secretary Rodney Slater and SCT Secretary Carlos Ruiz executed a second MOU in October of 2000 reinforcing the working relationship developed over the years and providing direction for the JWC. The JWC meets twice a year. Biennial work plans are developed and implemented by the group. These activities are worked on by a variety of bi-national and multi-agency subcommittees, which meet and teleconference through-out the year, conduct studies, develop products and solutions, and report back to the JWC at the semi-annual meetings.
