Benefit 2 High Priority Medium Priority Low Priority No Priority
Benefit 3 Medium Priority Low Priority Low Priority No Priority

Strategies that fall into the combinations A-1, A-2, and B-1 are considered high priority; the combinations A-3, B-2, and C-1 are medium priority; and the combinations B-3, C-2, and C-3 are low priority. Strategies with a D for suitability, regardless of relative benefit, are not priorities.
