Okay. I will be bringing in the presentation, and then we will get started. Thank you for everyone who is participating today. I know we here at the department are very excited about a third round of TIGER.
We really want to open it up to questions, and we want to hear what kind of questions the people out in the country had. So to get started- next slide, please- you can see here, that TIGER has been a very successful program across the whole country, we have projects all over the place, and we have multi-modal, merit-based programs. .
But, in terms of freight, freight programs have done really well in TIGER. We've heard from the freight community that they're very happy about the program and having that ability to seek funding for freight infrastructure. Especially ports have been very pleased with having an avenue for federal funding for infrastructure improvement.
This year, I will go over -- you probably know the genesis of TIGER program that was established in the American reinvestment recovery act. And 527 million multi-Modal, more -- merit-based discretionary grant programs.
Last year in the FY 2010 appropriations, we were fortunate to receive an additional $600 million for awards. One new thing that happened last year is that we were able to do up to $35 million for planning grant activity. So we coordinated with HUD and EPA and it doesn't really seem like rocket science to coordinate federal investments between agencies, but this really was groundbreaking stuff in terms of we actually got with HUD and EPA and looked at these applications for things like TOD, Complete Street, various planning activities, and it was a huge success and we're really proud of that. And then, we were kind of in limbo for a bit with the program getting zeroed out, it wasn't there and then it was back during the budget debate. But we ended up with $527 million for FY 2011.
Most of the features of the program remain the same when compared to last year. We still have a minimum set aside of $140 million for the rural areas.
A question that we often get is ‘What is defined as a rural area?' It's very simple; it is any area that is outside of an urbanized area that is defined by the census. So, even if you're in a community of 10 to 20,000, if your jurisdiction lies within a larger urbanized area, then unfortunately you will be considered as urban.
We have up to $150 million available for the TIFIA subsidy payments, and we're definitely excited about that opportunity as well. And to put things in context in terms of award size, in TIGER 1 the average award was about $25 to $30 million, and then in TIGER 2 that drops to $13 million, so that might give you an idea of the sweet spot for funding amounts. We're also required by Congress to have geographic diversity, modal balance, and urban/rural balance as well.
In terms of dates, September 9th is when the application preselection will be opening. So from September 9th until October 3rd, you can log-in to the sight, put in the preapplication. And it will be consisting of the project,
and we use that in the DOT to help structure the evaluation task force.
Additionally, we have that for the applicants, because if you have the deficiencies, -- deficiencies, we will be getting with you to cure those current deficiencies. Once the pre-applications are done,
we will be moving in to the final application. And after the final applications are due, we are unable to speak for any additional applications.
So we are open for questions, sea breeze and such of TIGER or if you want to have a better understand of your project, we are aims happy to do that.
Some of the major changes of TIGER II is that it is mostly the same, but like I said we don't have planning funding from this realm. We are offering a 3-application per applicant and sponsors.
This is applying unless it is a multi-application. If they are getting together for the multi-application, then they will not be counting against you there.
We are also requiring for the TIFIA applicants, they are required to write a TIFIA letter to the TIFIA offense. One of those that we get a lot is eligibility, and that is on the next slide. Essentially,
we are looking at [ inaudible ] of dredging is not eligible, and any other port infrastructure related to the dredging, and any types of the Quincy, Illinois. If they are interested in applying, they can,
but they want to make sure they are the lead applicant.
For the [ inaudible ] grants, the rural is over 9 -- [ inaudible ] I will say, even though there is no metric required for the rural areas, in the past, the rural areas have a good match most of the time.
So we would like to emphasize that the eligibility is not coordinating with the projects.we are trying to show you different show case to those that are wherever -- brother b m o year most innovative and daring over the project.
We represented that you for error the outline. You should be creative if your evaluation project not your police. We have hire applicants. If you can keep it to the format so that he the heater find it more on how it will be used.

Please your applications are clear, your product descriptions are short and con size, void the maps and the diagrams, but anything that you can to let us !

If there is a private entity that is going to be receiving of course, we have the Tiger participate, and we will be trillion? I want to get an idea -- I want to get a better idea of how many that will be part of the department.

What role does a skate DOT have a -- as a city or council.
It helps if you can show support and we know that some of these are not of the state DOT list, and that is why you are keeping some of your your -- some of your revenue.
Also, we like to encourage -- multi-state applications, the state DOTs, getting together, and it is not counting against the limit, and that is to encourage multi-districtal limits.
Location -- local cities or counties do not a state entity to apply, they can do it right through this program.
And we are limiting each applicant to three of the applications in which they can be the lead sponsor. However, to the extent that the county applicants, and the list of the state DOT, those who are listed in the project,
those will not be part as the state DOT partner. It can be listed for any number of the city or county projects to the extent that they are there.
If you are a local government, you do not need to stay at DOT -- [ Speaker/Audio Faint & Unclear ]]

That's a good question, I think each has a few agencies set it is part, and --

I think the entity would be part of that overall material.
Having recognized that, we think that the state DOT would be different than the state universities that wanted to apply. Those will be considered as separate entities.

Yeah, an economic development entity can be separate from the state DOTs. And this is good to have as an example, and that is making sure that your entities are being separate, being in contact of your specific questions,
and you want to make sure you have the response to that, rest easier, and as you are going through and trying to find your requirements. If you have more than three of those criterias, we would ask you to try to prioritize,
and that is in terms of what application you think aligns best with the program.
And I think it is the similar question, is the [ inaudible ], even if it is part of the applications, and even if there is only [ inaudible ] that are handling 9 different projects.
Yeah, the state DOTs will be limited to three different applications.
In terms of prioritizing, the more that you can -- the [ inaudible ] jurisdictions that you have been [ inaudible ], as a [ inaudible ] or a state, you can use that and can be useful in terms of the financial line and commitments.
For instance, I know in the last project that they want today put forward in the application.
Can you clarify the state of good repair pertaining to failure.
Sure, it's an important criteria, and it is something that the department is very sensitive about. And it is basically, bringing up the existing facilities are being brought up to the state of repair,
making sure that it is coming in to play as well. It's part of the transit projects, having a great maintenance plan, and also for free, the state of repair is also --
Something that has a hold of the projects that are aligned with this criteria, and that is with the bridges, which are structurally deficient and at the point where they need to be repaired,
and that is the types of things we are getting at. And that is dealing with the aging infra infrastructure -- aging of infrastructure, and moving forward, in a way that we can work with the new infrastructure,
and the new [ inaudible ] amount that we have for each of the infrastructures.
And for each of the criteria, we have more detailed guidance in the founding availability. I would ask you to take a look at the funding availability, and that is going to be part of the guidance
and what it is about in the -- guidance and what it is about in the award.
How will [ inaudible ] increase the hiring of the engineers.
Basic sense. This is money that the going to go forward capital projects, it needs to be designed and engineered.
Well, that of the particular priority, that is not one of the specific aims of the TIGER program, and that is other than how it ties in to the general construction program. For the first time applicants,
can we look at the successful role of the applications. We do not release the applications of DOT; however, if you look at those that have been awarded, they have them posted on the website.
and I would say the one pages that John mentioned, the websites that he is eluding to, I think they will be successful, whether they are freight line projects, rural areas in the previous rounds, or the rural safety projects in
and around the country where the safety benefits were particularly compelling. I think that is the area of the one-sighters would be good to look at. We have the streets, the [ inaudible ] pads, and we have the rural areas,
and they have the ingredients for the livability, the grain streets, those rural areas and types of streets that are activating those areas.
Will they be are using all of the TIGER 3 agree grants -- grants or will there be one overall.
Yes we have many different type of TIGER grants, but it will depend on the type of project that goes on a case by case basis.
Is there several different type of locations on the same line that is providing many different types of projects.
No, as long as you can articulate that it is part of the goal or corridor, then it wouldn't be unrelated. You know, we have received the applications in the past.
We have 50 different [ inaudible ] If you have certain ones that are aiming towards one goal, then please select that application.
We have create in Chicago, which is 50 or so projects. You have the state line that is running through 3 states, and then also the national gateway of the variety of bridge and tunnel experiences throughout the state.
As John stated they are all needed in the purpose and the need and copping together as a car.
Is it possible to view a multi-rail project, and is there an example of one these in this area.
I would look around the rail conversion specifically, but like I said, check out the properties that have been rewarded.
Many of them have the TIGER websites available. You can Google the application on TIGER and the first thing that cops up is -- comes up is the application. Rails and trails is one that is rural, but other than that one,
I can't think of any other rurals.

If it is accessible through a port of the road, -- is that the question?
If it is a road project that is going to help to access the other entitle -- entitlement program, that would be successful.

Are the existing ones available.
I think you can certainly submit two of the applications, the two projects of the [ inaudible ] with the selection criteria, and we both of those will be reviewed, and they don't have to be combined in to one mix,
and it is unlikely looking at the historical program, the one entity that is going to have multiple applications funded.
And can a city DOT apply as a separate entity, or should it root those against the separate DOT .
I guess we should mention that the lead applicant, that is where we send the check, if you are rewarded. Keep in mind that you need to have the capacity to manage, you know, receiving the millions of dollars of funding,
and we have had some confusion about that in the past.
Where can I find the information are taking bit tray -- ash past, -- find information about the past TIGER grant.
Sure, on our website, on the left-hand side up at the top, you can see all of the previous awarded programs.
If it is awarded can it be awarded by individual states, so they are not managing the other investments within the states.
Does it mean, it has to be included in the state DOT as SNIP. I am asking you to look at the footnote, and the funding that is available, it is directly issued in this address, in this detail. But to sum it up,
TIGER itself does not require it to be on the STIP. Over, those that are supposed to be on the STIP woe would not provide that on that plant. If you are not currently on the STIP, you know,
anything you can show from the MPO indicating that they would be able to move quickly to provide that on the STIPs, that helps as well.
Give examples of [ inaudible ] projects.

TIGER does not have every [ inaudible ] that are funded, that is not to say they are not eligible Jill, and eligible -- eligible, and having said that, we have not funded the [ inaudible ] projects.

Are pre-award activities that are part of the NEP documents or benefit cost analysis reimbursable under the TIGER grant?
You wouldn't be accessing the costs that are part of the reward of the grants. You would be able to see that at the time of the reward would be including the finalizing of the NEPA documentation, design and engineering type of work,
and we could consider using those activities for the extent they were available for the p implies main project for the grant that is provided.
The preconstruction work, we are sensitive to the time line, it has to be done -- it has to be done, and we are working to demonstrate that work, getting that to work, get it done,
and advance on that from September 30th 2013 so the funds are not going to disappear if it is not done at that time. Because at that point we lose the funds.
Those types of things you are funding there would not run in to the promotion for each of those that are being planned?
Planning for the capital project that is eligible for this round, and what we don't have is the projects that are part of the project planning. I think John means, eligible doesn't mean it is competitive.
NEPA, it does take time depending on the applications and the complications, and there is no destination from NEPA nor do we cut corners to get it through the time line. So make sure you are rejecting it appropriately.
How does the DOT determine to find the project in order to lesson the amount.
Hopefully, I mean generally, we are looking for the applications that has done a great job to clarify the extent that the project could be segmented, and the relative benefits of funding the different portions of the project.
And that is the primary mechanism -- mechanism by which DOT are working through the final amount of the requested information. There are times where we have a particular application for making a decision like that.
But generally, we hope that it is spelled out in the application for the [ inaudible ]
Does past success with TIGER and/or TIGER 2 funding hinged a state or city's success in TIGER 3.
So you won't be a disadvantage if you have been a previous recipient.
Can you repeat the entities. Any state or local government or the division of those governments. If you are a governmental entity, you are eligible to apply.
A non federal?
Once awarded, how long before your project receives funds.
Well, it is opposite as to years of when we can move the grant agreement, generally two months, and that is dependent on whether or not the project is able to obligate the funds.
We can obligate the funds as soon as we agree to the terms of our grant agreement, and to the extent that the project has been moving along really well, and they are ready to move in to the construction of the grant agreements,
and that is part of the -- and that is within the month or so of the words being announced. At the same time, we have the projects that were not adds ready for the federal funds to get those obligated.
The other thing I would add is: We have also obligated in stages. So if you have been awarded for the [ inaudible ] graph, taking the project, through the NEPA phase through the construction,
they will only be coordinating those as we go on, but then it would be part of the completed packages that are moving in to construction, and that is -- what we are looking for,
and that is where we are tying the capital construction part and the application to the ground.
The question regarding the pre-award work, it's going to be part of the contract design and reimbursement.
To the extent that the work is done, avenue the award -- after the award is announced, but you can't reinforce work that was already done priority to the award of the announcement.
Just to clarify that, after the award is announced or the grant agreement is announced.
I think we have said after the award is announced, but I want to double check of when that is. When we consider that, is it when we announce the awards or when it is for design.
How long will it take for the applications of the sometime of the award. The application p p implies -- the applications are do at the end of December, and we are planning to provide the wards around sometime January or February.

Are these eligible for the TIGER 3 grants and some of these projects include instruction and/or installation of the equipment on the roadways.
Absolutely, we have had multi-jurisdictional projects, where the entities got together and they emphasized their signals, and based on the algorithm, it's definite available, and I would encourage it.
Right, and the one caveat, we are looking for the projects that are deploying the [ inaudible ] And we are looking to fund projects that are demonstration projects, or pilot projects,
but we are really looking for the deployment of the technology.
This is not research, this is capital project.

You indicated that state and local governments are eligible applicants are transit authorities eligible.

They have made several awards to -- for those applicants, they have had opportunities to partner with the cities to transit the projects which is the Atlanta streetcar,
and that is the City of the applicant which is part of the TIGER funds for the project. And each of those vary, and I suggest that you use those as a resource to see the different partnerships and project types.
And you know that transit has done well in TIGER, there was several street car projects, bus transit, multiModal projects and things like that. Where prevailing wage has to be paid,
is that the rates on the date the award will be announced or when the contract is finalized.
