To the maximum extent possible MPOs and States must:
Publish or make available for public view transportation plans, STIPs and TIPs
Hold public meetings at convenient and accessible times and locations
Employ visualization techniques to describe Plans, STIPs, and TIPs
Visualization techniques can vary
