• Proposed projects must be derived from a locally developed public transit-human services transportation plan

• Condition for receiving formula funding under 3 FTA Programs:

  • 5310 Special Needs of Elderly & Individuals with Disabilities

  • 5316(g) Job Access and Reverse Commute

  • 5317(f) New Freedom

• Plan developed through process that includes representatives of public, private, and non-profit transportation and human service providers, as well as the public

• Service providers should ensure full coordination with applicable metropolitan and statewide planning process
