Megaregions and Multi-Jurisdictional Planning

Experiment in Megaregional Road Pricing Using Advanced Commuter Behavior Analysis - This paper examines congestion pricing as a means of managing highway demand in the capital megaregion. The researchers model the impacts that congestion pricing has on different travelers with different value-of-time and trip purposes by applying the model to five different metropolitan areas in the DC-Virginia Megaregion. Including purpose-dependent values-of-time details in this study results in unique and unexpected highway user responses to congestion charges at the metropolitan and megaregion levels.
