The Performance Based Planning and Programming Newsletter is a newsletter that will connect the transportation planning community with timely information on training, technical assistance, and technical support for Federal, State, local, regional and Tribal governments; transit operators; and community leaders. In response to recent trends, transportation agencies across the country have increasingly embraced performance management and performance-based planning and programming as a way to ensure that transportation strategies best serve communities' needs. From this point on, periodic newsletters will be published to provide links and discussions to keep the transportation planning community informed of current activities, training, and materials.

Performance based planning and programming

Performance-based planning and programming applies performance management principles to transportation system policy and investment decisions, providing a link between management and long range decisions about policies and investments that an agency makes in its transportation system.

Performance-based planning and programming is a system-level, data-driven process to identify the strategies and investments. Long-range planning helps to define key goals and objectives and to analyze and evaluate strategies and scenarios for meeting goals.

Connecting performance measures to goals and objectives through target setting provides a basis for understanding and sharing of information with stakeholders and the public.

Performance-based approaches also provide a tool to educate stakeholders on the costs and potential performance results of different strategies.

It also can help lead to more realistic priority setting and a better understanding of the key tradeoffs involved in allocating resources across multiple performance goals.

Performance Based Planning Guidebooks: Performance Based Planning and Programming; and Incorporating Performance Based Planning into Long-Range Transportation Plans

The past several years, FHWA and FTA have engaged partners and stakeholders to help define an approach to performance based planning and programming. To address the need for technical information, two guidebooks are being developed.

The Guidebooks

The guidebooks will be developed to serve as practical resources to help State departments of transportation (DOTs), metropolitan planning organizations (MPO), regional transportation planning organizations (RTPO), and transit agencies understand what the key elements of performance based planning and programming are, and how this approach fits within the existing statewide and metropolitan planning and programming processes.

The efforts will help to define key elements and provide practical information to transportation practitioners about performance based planning and programming, along with examples of effective practices and how to implement such a process as an integrated part of statewide and metropolitan transportation planning and programming. The guidebooks will build upon good examples of performance-based approaches by State DOTs, MPOs, RTPOs and transit agencies, to help practitioners see possible ways to begin to use a performance-based approach within the development of the Long Range Transportation Plan (LRTP), Metropolitan Transportation Plan (MTP), as well as prioritize projects in the Statewide Transportation Improvement Program (STIP/TIP).

Performance Based Planning and Programming (PBPP) Guidebook

The PBPP Guidebook will provide an overview of key elements of PBPP, examples of effective practices, and a framework for how to implement PBPP as an integrated part of statewide and metropolitan transportation planning and programming. It will build upon existing process elements that are performance-based, such as the Strategic Highway Safety Plans (SHSPs), Asset Management Plans, and the Congestion Management Process (CMP), all of which include the development of objectives, establishing performance measures, identifying strategies, and monitoring and evaluating performance. It will also highlight good practices used in long range transportation planning, project selection, and reporting and communicating progress. Model Long-Range Transportation Plans: A Guide for Incorporating Performance Based Planning

The Long-Range Transportation Plan (LRTP) Guidebook builds on the PBPP Guidebook, and focuses on how to incorporate performance based approaches into long range transportation plans developed by State DOTs and MPOs, with their planning partners. It will provide a model or models for developing a performance based LRTP that is systematic and analytic, meaning that it expresses policy in terms of quantifiable objectives, relies on analytic methods to predict the impacts of different types of investments on system performance, sets up an analytic framework for periodic monitoring of system performance, and assesses performance trends providing opportunities for adjustments in either the performance measure or the investment priority. The LRTP Guidebook will include approaches to utilizing visualization and public participation techniques within a performance-based approach. Performance Based Electronic STIP (e-STIP)

The study will examine the different e-STIP practices that are currently in place, the key or applicable components in designing an operational e-STIP, the advantages and challenges in implementing an e-STIP, and the integration of performance management into the e-STIP. The Guidebook will help the States and Metropolitan Planning Organizations (MPOs) determine what the requirements and resources are to implement an e-STIP or electronic Transportation Improvement Program (e-TIP) and the effort level needed to successfully manage and maintain an e-STIP. Performance-based Planning and Programming Workshops

Transportation agencies at all levels of government have come to appreciate that performance management and performance-based planning and programming represent best practice for the transportation community.

The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) in cooperation with their planning partners, held several regional workshops on performance-based planning and programming in the last few years. The workshops are one of several activities being conducted by FHWA and FTA in collaboration with the transportation stakeholders to determine how to implement a performance-based planning and programming process.Transportation agencies at all levels of government have come to appreciate that performance management and performance-based planning and programming represent best practice for the transportation community. Performance management has the potential to provide high quality information to support decision makers and to improve the accountability of investments.Workshops addressed how agencies are currently tracking and how they are using these performance measures in decision making; challenges to implementing performance-based planning and programming; the potential value and challenges of a national approach to performance-based planning and programming; and critical action items for implementing performance-based planning and programming.

The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) anticipate holding several regional workshops on performance-based planning and programming in 2013. Locations and dates are currently being identified.

A webinar "Performance–based Planning and Programming – Staying Ahead of the Curve" will be the topic of the "Let’s Talk Planning" webinar January 29, 2013.

In addition, an external webinar on Performance Based Planning and Programming has been scheduled for the springpart of the newly created Transportation Planning Information Exchange webinar series. Transportation Planning Information Exchange webinar series is intended to improve transportation decision-making by providing a convenient program of training, technical assistance, and capacity building for State, local, regional and tribal governments, transit operators, stakeholders, and community leaders.
