President Bush and I have set aggressive goals to address America's key transportation priorities: increase transportation safety, reduce congestion, enhance mobility for all Americans, support the Nation's economic growth by providing access to economic opportunities, and protect our Nation's environment and security. We will pursue these priorities throughout the country, including in rural America. Encompassing about 80 percent of the Nation's land and 20 percent of the population, rural areas and small communities face many transportation challenges. This newly updated guide provides the latest information on the Department's grants, programs, and initiatives designed to meet our transportation goals in rural America. People and businesses in rural areas and small communities need modern, safe, and accessible transportation in order to thrive. I look forward to pursuing the Administration's commitment to the future of rural America through improved transportation systems in all settings. -- Norman Y. Mineta
