Please check the applicable eligibility use for this project. A State may use funds apportioned under this section only for--
□		Improvements in a border region to existing transportation and supporting infrastructure that facilitate cross-border motor vehicle and cargo movements;
□		Construction of highways and related safety and safety enforcement facilities in a border region that facilitate motor vehicle and cargo movements related to international trade;
□		Operational improvements in a border region, including improvements relating to electronic data interchange and use of telecommunications, to expedite cross border motor vehicle and cargo movement;
□		Modifications to regulatory procedures to expedite safe and efficient cross border motor vehicle and cargo movements; and
□		International coordination of transportation planning, programming, and border operation with Canada and Mexico relating to expediting cross border motor vehicle and cargo movements.

If yes, additional documentation needed for projects in Canada/Mexico is as follows: Letter submitted by the state to FHWA requesting the use of the funds in Mexico or Canada. Certification that the project will be constructed in accordance with standards equivalent to applicable standards in the United States; Certification that the project will be properly maintained and used over the useful life of the facility for the purpose for which the Secretary is allocating such funds to the project.” Coordination with the Canada/Mexican Governments and US Federal partners (DHS, GSA) if applicable, including the names and contact information from those agencies. This package will be forwarded to FHWA, Office of Interstate and Border Planning after review of the request by and on recommendation of the FHWA Division Office.
GSA funds Transfer Is there a transfer of funds to the General Services Administration (GSA) proposed for this project?

If yes, additional documentation needed for projects transferring funds to GSA is as follows: Confirmation that funds to be transferred to GSA do not exceed 15% of state’s yearly apportionment or $5 million dollars (whichever is less). A formal request asking the funds to be transferred to GSA submitted by the state. Documentation that appropriate coordination with GSA, DHS, and Department of State has been conducted. This package will be forwarded to FHWA, Office of Interstate and Border Planning after review of the request by and on the recommendation of the FHWA Division Office.
