14th Amendment Highway - Task 2a: Inventory of Geospatial Databases

Introduction

This technical memorandum is being submitted in partial fulfillment of Task 2 of the 14th Amendment Highway Corridor Study. It presents an updated inventory of geospatial databases relevant to this study.

Databases are grouped into the following categories:

All of the vector data are currently stored in Environmental System Research Institute (ESRI) shape file format, a de facto industry standard for sharing geospatial databases. Raster and imagery data are stored in geoTIFF (geographic tagged image file format), a public domain metadata standard for georeferencing imagery data. Each database is currently georeferenced using a geographic coordinate (i.e., latitude/longitude) system. As additional databases are added from State or local agencies, their native projections are more likely to be in State Plane coordinates. However, databases stored in different projections can easily be re-projected to a common map for display and analysis.

County Boundaries - County borders for all counties in Alabama, Georgia and Mississippi

Regional Commissions - jurisdictional borders of regional planning commissions or planning development districts located within Alabama, Georgia and Mississippi (source: aggregations of counties included within the administrative jurisdictions of each commission or district)

State Boundaries - State borders for Alabama, Georgia, Mississippi and surrounding states (source: 2010 NTAD)

Tribal Lands - All land located within Alabama, Georgia and Mississippi under the jurisdiction of native American Tribes (source: 2000 Census Cartographic Boundary Files)

Census Statistical Areas

Census Block Groups - Census Block Group boundaries as defined for the 2000 decennial Census (source: 2000 Census Cartographic Boundary Files)

Census Tracts - Census Tract boundaries as defined for the 2000 decennial Census (source: 2000 Census Cartographic Boundary Files)

Congressional Districts - Congressional District boundaries for the 111th Congress (source: 2010 NTAD)

Elevation Data

Environmental Areas

EPA Sites - A point database depicting the approximate locations of land parcels in Alabama, Georgia, and Mississippi contained in various EPA databases, including Superfund sites, toxic release inventory (TRI) sites, hazardous waste generators, treatment, storage, and disposal sites, and major air and water pollutant discharge sites (source: EPA Envirofacts web site)

Federal-State Lands - Boundaries of various Federal, State, and local owned reserves, including national and state forests, parks, and wildlife refuges, and military facilities. Highways

Control Points - A point database of designated primary control points placed at the approximate geographic centroids of the five cities cited in the statutory language. (source: constructed by the study team)

Corridor Bands - An area database defining buffer areas of 10, 25 and 50 miles from a centerline connecting the primary control points of Augusta, Macon, Columbus, Montgomery, and Natchez (source: constructed by study team using GIS software tools)

National Highway Planning Network (NHPN) - A single centerline roadway network for major roads within Alabama, Georgia and Mississippi, including functional classification and number of lanes (source: 2010 NTAD)

New Alignments - Roadway centerlines for new roads currently under construction or that are included in long range transportation plans for States and MPOs located within the 14th Amendment Highway study area. The roadway centerlines were manually digitized from paper maps or descriptions of proposed alignments. Highway segments include, the I-85 Extension, the Montgomery Outer Loop, unbuilt sections of the Fall Line Freeway, including the Sgoda Road alternative for the Macon southern bypass.
