Strengths

This analysis demonstrates a number of useful techniques for assessing the impacts of transportation projects on different population groups. Specifically, it illustrates:

  • The use of regression analysis to estimate additional population characteristics at the census block level, based on available census block and block-group data;
  • The development of emissions and noise concentrations in the vicinity of roadways to be analyzed, using available emission and noise dispersion models; and
  • The use of a GIS to plot emissions and noise contours, overlay them with population data, and to identify characteristics of populations affected by unacceptable levels of pollutant concentrations or noise.

Disaggregation of population, network, and emissions data into grid cells is an alternative way of estimating exposure to noise and air pollution by socioeconomic group. This approach is illustrated in the SPARTACUS Case Study.
