Exhibit 11-28 has three pie charts that show the percentages of deficient steel superstructure bridges. In the first one, by number of bridges, 58.11 percent are non-deficient, 18.22 are functionally obsolete, and 23.67 are structurally deficient. In the second, by traffic carried, 63.05 percent are non-deficient, 25.79 are functionally obsolete, and 11.15 are structurally deficient. And in the third chart, by deck area, 64.07 percent are non-deficient, 22.26 are functionally obsolete, and 13.68 are structurally deficient.
