Exhibit 11-5 is a bar graph that shows locally owned bridges. The vertical axis measures percentages from 0 to 100 in increments of 20 percent. The horizontal axis has four bars, one for each functional class. In the first bar, for interstates, a marginal number of bridges are locally owned. In the second bar, for other arterials, of the 8 percent of bridges that are locally owned, nearly all are urban. In the third bar, for collectors, of the 28 percent of bridges that are locally owned, about 10 percent are urban and 90 are rural. And in the fourth bar, for local bridges, of the 65 percent that are locally owned, about 15 percent are urban and 85 are rural. There is also a line in the graph for percent of ADT carried by local bridges; it starts at 0 for interstates, rises to 53 percent for other arterials, drops to 21 for collectors, and 20 for local.
