The first of two lines, for NOx, starts in 2004 at 3,300, and gradually drops to 2,100 in 2010 and 1,300 in 2020 and 2030. The other line, for VOC, starts at 2,700 in 2004, drops to 2,000 in 2010, 1,800 in 2020, and rises to 2,100 by 2030.
