Exhibit 19-7 is a chart that shows light-duty vehicle emissions under the Tier II and Low Sulfur Gasoline Rule, projected for 2004 to 2030. The vertical axis measures short tons in thousands from 0 to 3,500 in increments of 500 thousand. The horizontal axis measures the years 2004, 2010, 2020, and 2030. The first of two lines, for NOx, starts in 2004 at 3,300, and gradually drops to 2,100 in 2010 and 1,300 in 2020 and 2030. The other line, for VOC, starts at 2,700 in 2004, drops to 2,000 in 2010, 1,800 in 2020, and rises to 2,100 by 2030.
