Exhibit 19-8

Exhibit 19-8 is a chart that shows heavy-duty vehicle emissions under the Heavy-Duty Engine/Fuel Rule, projected for 2007 to 2030. The vertical axis measures short tons in thousands from 0 to 3,500 in increments of 500 thousand. The horizontal axis measures the years 2007, 2010, 2015, 2020, and 2030. The first of three lines, for NOx, starts in 2007 at 3,000, and gradually drops to 2,400 in 2010, 1,300 in 2015, 800 in 2020, and 400 by 2030. The second line, for NMHC, stays at about 400 from 2007 to 2030. And the third line, for PM, starts at about 100 in 2004 and drops to just above 0 through to 2030.
