Exhibit 2-6 is an organizational chart, starting with "All U.S. Roads", and dividing into two major branches, "Rural" and "Urban." The first major branch, "Rural," is divided into three sections, "Arterials," Collectors," and "Local." "Arterials" is further divided into "Principal" and "Minor." Attached to "Principal" are two labels, "Interstate" and "Other Principal Arterial." "Collectors" is divided into "Major" and "Minor." The second major "Urban" branch is divided into three sections, "Arterials," "Collectors," and "Local." The "Arterials" branch is subdivided into "Principal" and "Minor." Attached to "Principal" are three labels, "Interstate," "Other Freeway and Expressway," and "Other Principal Arterial."
