Exhibit 24-1

Exhibit 24-1 is a bar graph that shows highway route mileage, lane mileage, and vehicle miles traveled (VMT) on the National Highway System (NHS) compared to all roads, by functional system, in 2000. The vertical axis measures percentages from 0 to 120 in increments of 20 percent. The horizontal axis has three bars; the first one, for route miles, has 4.1 percent for NHS and 95.9 for non-NHS. The second bar, for lane-miles, has 6.6 percent for NHS and 93.4 for non-NHS. And the third bar, for VMT, has 52.8 percent for NHS and 47.2 for non-NHS.
