Exhibit 24-3 is a chart that shows National Highway System (NHS) miles with acceptable pavement and DMVT on acceptable NHS pavement. The vertical axis measures percentages from 88 to 96 in increments of 1 percent. The horizontal axis measures each year from 1994 to 2001. There are two lines; the first one, for percent of NHS miles with acceptable pavement, starts at 90.4 percent in 1995, increases to 91.8 in 1997, 93.0 in 1999, and 93.5 in 2000. The second line, for percent of NHS DVMT on acceptable pavement, starts at 89.0 percent in 1995, increases to 89.1 in 1997, 90.6 in 1999, and 91.0 in 2000.
