Exhibit 24-5 is a chart that shows urban National Highway System (NHS) DMVT on good and acceptable. The vertical axis measures percentages from 0 to 100 in increments of 20 percent. The horizontal axis measures each year from 1994 to 2001. There are two lines; the first one, for percent DMVT on NHS pavement with acceptable ride quality, starts at 85.7 percent in 1995, drops slightly to 85.2 in 1997, and rises to 86.5 in 1999 and 87.0 in 2000. The second line, for percent DVMT on NHS pavement with good ride quality, starts at 36.0 percent in 1995, drops to 32.0 in 1997, and rises to 35.7 in 1999 and 37.9 in 2000.
