Exhibit 24-6 is a chart that shows percent of NHS bridges rated deficient. The vertical axis measures percentages from 19 to 27 in increments of 1 percent. The horizontal axis measures each year from 1996 to 2000. The percent of NHS bridges rated deficient was 25.8 in 1996, 23.4 in 1997, 23.1 in 1998, 23.0 in 1999, and 21.5 in 2000.
