Exhibit 25-2 is a flow chart that shows the freight connectors analysis approach. At the top is "Is there congestion?" Under "Yes" is a box marked "Add lanes, 401" and the question "Is pavement condition poor?" Under "No" is a box marked "Reconstruct Major (R_Mj) 82." Under "Yes" is a box marked "Widen Major (W_Mj) 318." The "no" side to the question "is there congestion" is more involved. Under "No" is a box marked "Not Add Lanes, 832" and the question "Is Travel Width OK?" Under that are two boxes, one for no and one for yes. Under "No," is a box marked "Widen, 110" and the question "Is Pavement Condition Poor?" Under that are two boxes, one for no and one for yes. Under "No" is a box marked "Reconstruct Minor (R_Mn) 40." Under "Yes" is a box marked "Widen Minor (W_Mn) 70." Under the "yes" part of the question "Is Travel Width OK?" is a box marked "Not Widen, 722" and the question "Are Shoulders OK?" Under that question are two boxes, one for no and one for yes. Under "No" is the question "Is Pavement Condition Poor" and two boxes, one for no and one for yes. Under "No" is a box marked "Reconstruct (R_Pv) 70." Under "Yes" is a box marked "Resurf + Shid (P_Sh), 221." Under the yes part of the question "Are Shoulders OK?" is the question "Is Pavement Smooth?" and two boxes: "No" plus "Resurf (P-Pv), 178" and "Yes" plus "No Action (NA), 253."
