Exhibit 3-12 is a bar graph that shows rural horizontal alignment adequacy. The vertical axis has five bars with four parts each. The horizontal axis measures percentages from 0 to 100 in increments of 10 percent. The first group of bars, for interstates, has 95.6 percent rural horizontal alignment adequacy for Code 1, 1.3 percent for Code 2, 1.1 percent for Code 3, and 2.0 percent for Code 4. The second group of bars, for other principal arterials, has 77.2 percent rural horizontal alignment adequacy for Code 1, 9.4 percent for Code 2, 8.2 percent for Code 3, and 5.3 percent for Code 4. The third group of bars, for minor arterials, has 70.4 percent rural horizontal alignment adequacy for Code 1, 6.0 percent for Code 2, 16.5 percent for Code 3, and 7.1 percent for Code 4. The fourth group of bars, for major collectors, has 56.6 percent rural horizontal alignment adequacy for Code 1, 17.8 percent for Code 2, 16.6 percent for Code 3, and 9.0 percent for Code 4. And the fifth group of bars, for total, has 64.5 percent rural horizontal alignment adequacy for Code 1, 13.2 percent for Code 2, 14.5 percent for Code 3, and 7.7 percent for Code 4.
