Exhibit 3-18 is a bar graph that shows pavement conditions in rural areas by functional class in 2000. The vertical axis has four functional classes with five bars each. The horizontal axis measures percentages from 0 to 50 in increments of 5 percent. In the first group of bars, for rural interstates, 2.2 percent were rated poor, 12.4 percent were rated mediocre, 17.0 percent were rated fair, 44.6 percent were rated good, and 23.9 percent were rated very good. In the second group of bars, for other rural principal arterials, 4.0 percent were rated poor, 17.7 percent were rated mediocre, 21.0 percent were rated fair, 42.8 percent were rated good, and 14.6 percent were rated very good. In the third group of bars, for rural minor arterials, 2.1 percent were rated poor, 5.8 percent were rated mediocre, 44.2 percent were rated fair, 34.3 percent were rated good, and 13.5 percent were rated very good. And in the fourth group of bars, for rural major collectors, 5.9 percent were rated poor, 11.9 percent were rated mediocre, 45.4 percent were rated fair, 20.5 percent were rated good, and 16.3 percent were rated very good.
