Exhibit 3-24 is a chart that shows the decline in deficient bridges from 1994 to 2000. The vertical axis measures percentages from 26 to 34 in increments of 2 percent. The horizontal axis measures the years 1994, 1996, 1998, and 2000. In 1994, 32.5 percent of bridges were deficient, dropping to 31.4 percent in 1996, 29.6 percent in 1998, and 28.6 percent in 2000.
