Exhibit 3-25 includes a chart that shows the percentage of deficient bridges by ownership in 2000. The vertical axis measures percentages from 0 to 60 in increments of 10 percent. The horizontal axis has six bars, one for each kind of bridge owner. 25 percent of federally owned bridges were functionally obsolete and 8 percent were structurally deficient. 25 percent of State-owned bridges were functionally obsolete and 9 percent were structurally deficient. 31 percent of locally owned bridges were functionally obsolete and 20 percent were structurally deficient. 52 percent of privately owned bridges were functionally obsolete and 29 percent were structurally deficient. 44 percent of bridges of unknown ownership were functionally obsolete and 21 percent were structurally deficient. And an average of 29 percent of all bridges were functionally obsolete and 15 percent were structurally deficient.
