In 1993, 82.5 percent of pavement was judged acceptable (no percentage is given for pavements regarded as "good"). In 1995, 85 percent of pavement was judged acceptable and 44 percent was regarded as good. In 1997, 86.6 percent of pavement was judged acceptable and 43.2 percent was regarded as good. In 1999, 85.4 percent of pavement was judged acceptable and 41.5 percent was regarded as good. In 2000, 86 percent of pavement was judged acceptable and 43.5 percent was regarded as good.
