Exhibit 3-6 is a bar graph that shows acceptable pavement percentages by area. The vertical axis measures percentages from 0 to 100 in increments of 10 percent. The horizontal axis has three bars, one for each area. In rural areas, 89.0 percent of pavement was judged acceptable and 46.8 percent was regarded as good. In small urban areas, 79.8 percent of pavement was judged acceptable and 37.5 percent was regarded as good. And in urbanized areas, 76.6 percent of pavement was judged acceptable and 33.1 percent was regarded as good.
