Exhibit 4-12 is a chart that shows DMVT per lane-mile for small urban systems. The vertical axis measures DVMT per lane miles from 0 to 8,000 in increments of 1,000. The horizontal axis measures each year from 1992 to 2001, though numbers are given for only five of those years. There are five lines, one for each type of small urban road system. The first, for small urban interstates, has the highest numbers; there were 6,032 DMVT per lane-mile in 1993, 6,439 in 1995, 6,791 in 1997, 7,408 in 1999, and 7,527 in 2000. The other four lines also project upward, but to a smaller degree and at smaller numbers. The second line, for other small urban freeways and expressways, had 4,069 DMVT per lane-mile in 1993, 4,803 in 1995, 5,329 in 1997, 5,606 in 1999, and 5,815 in 2000. The third line, for other small urban principal arterials, had 3,370 DMVT per lane-mile in 1993, 3,856 in 1995, 4,018 in 1997, 4,150 in 1999, and a slight drop to 4,124 in 2000. The fourth line, for small urban minor arterials, had 2,319 DMVT per lane-mile in 1993, 2,412 in 1995, 2,485 in 1997, 2,593 in 1999, and a slight drop to 2,586 in 2000. And the fifth line, for small urban major arterials, had 1,084 DMVT per lane-mile in 1993, 1,185 in 1995, 1,220 in 1997, 1,248 in 1999, and a slight drop to 1,234 in 2000.
