Exhibit 4-18 is a bar graph that shows rail vehicles' average operating speeds in 2000. The vertical axis measures miles per hour (MPH) from 0 to 35 in increments of 5 MPH. The horizontal axis has seven bars, one for each type of rail system. Commuter rail had the fastest average speed at 30.1 MPH, followed by heavy rail at 21.1 MPH, light rail at 17.8 MPH, automated guideways at 10.9 MPH, monorails at 7.6 MPH, cable cars at 4.0 MPH, and inclined planes at 3.4 MPH.
