Exhibit 4-4 is a bar graph that shows the percent of additional travel time by urbanized area size in 1987 and 2000. The vertical axis measures percentages from 0 to 100 in increments of 10 percent. The horizontal axis has four bars, one for each population category. In the first bar, for urban populations of less than 500,000, the percent of additional travel time was 5 for 1987 and 21 for 2000. In the second bar, for urban populations between 500,000 and 1 million, the percent of additional travel time was 13 for 1987 and 32 for 2000. In the third bar, for urban populations between 1 and 3 million, the percent of additional travel time was 23 for 1987 and 53 for 2000. And in the fourth bar, for urban populations of more than 3 million, the percent of additional travel time was 56 for 1987 and 78 for 2000.
