Exhibit 4-5 is a bar graph that shows the annual hours of traveler delay from 1987 to 2000. The vertical axis measures hours from 0 to 35 in increments of 5 hours. The horizontal axis measures each year from 1987 to 2000. The number started at 16.2 hours in 1987 and rose steadily every year by an hour or two to a peak of 31.2 hours in 2000.
