Exhibit 5-3 is a bar graph that shows the number of fatalities between 1980 and 2000. The vertical axis measures fatalities from 0 to 60,000 in increments of 10,000. The horizontal axis measures each year from 1980 to 2000. 1980 was the peak year, with about 51,000 fatalities. The number dropped to below 50,000 in 1981, 43,000 in 1982, and 41,000 in 1983. In 1984 and 1985, the number rose to about 43,000; and in 1986 and 1987, the number rose to about 46,000. In 1988, there were around 47,000 fatalities, dropping to 45,000 in 1989, 44,000 in 1990, 41,000 in 1991, and a low of 39,000 in 1992. In 1993 and 1994, the number was just above 40,000, and between 1995 and 2000 the number stayed at about 42,000 per year.
