Exhibit 5-4 is a bar graph that shows the fatality rate between 1980 and 2000. While the number of fatalities fluctuated during the time period, the fatality rate steadily declined. The vertical axis measures the fatality rate per 100 million vehicle miles traveled (VMT) from 0 to 3.5 in increments of 0.5. The horizontal axis measures each year from 1980 to 2000. 1980 and 1981 were the peak years, at 3.3 and 3.2 fatalities per 100 million VMT, respectively. The number dropped to 2.8 in 1982, 2.6 in 1983 and 1984, 2.5 in 1985 and 1986, 2.4 in 1987, 2.3 in 1988, 2.2 in 1989, 2.1 in 1990, 1.9 in 1991, 1.7 from 1992 to 1996, 1.6 from 1997 to 1999, and 1.5 in 2000.
