Highway Capital, Maintenance and Other Non-Capital Expenditures in Current and Constant 2000 Dollars, All Units of Government 1957-2000

Exhibit 6-10

Exhibit 6-10 has three charts. The first is for highway capital expenditures in current and constant 2000 dollars for all units of government from 1957 to 2000. The vertical axis measures billions of dollars from 0 to 70 in increments of 10 billion. The horizontal axis measures the years from 1957 to 2000 in increments of 4 years. The first line, for constant 2000 dollars, starts at $33 billion and rises gradually to $54 billion by 1968 before declining to a low of $32 billion in 1974. Then it stays between $30-40 billion until 1985, when it gradually rises to a peak of $70 billion in 2000. The second line, for current dollars, starts at about $7 billion and rises slowly to $20 billion by 1980. From there it rises more steeply to a peak of $70 billion in 2000.

The second chart is for maintenance and service expenditures in current and constant 2000 dollars for all units of government from 1957 to 2000. The vertical axis measures billions of dollars from 0 to 35 in increments of 10 billion. The horizontal axis measures the years from 1957 to 2000 in increments of 4 years. The first line, for constant 2000 dollars, starts at $16 billion and rises slowly to $28 billion in 1978 before dipping slightly back to $25 billion in 1981. Then it rises again to $30 billion by 1988 and to $35 billion in 2000. The second line, for current dollars, starts at $5 billion and rises slowly to $10 billion by 1976. From there it rises gradually and more steeply to $35 in 2000.

And the third chart is for other non-capital expenditures in current and constant 2000 dollars for all units of government from 1957 to 2000. The vertical axis measures billions of dollars from 0 to 30 in increments of 10 billion. The horizontal axis measures the years from 1957 to 2000 in increments of 4 years. The first line, for constant 2000 dollars, starts at $9 billion and gradually rises to $22 billion in 1973, where it plateaus for several years before dropping to $20 billion in 1982. From there it rises again slowly to $30 billion in 2000. The second line, for current dollars, starts at $5 billion and rises slowly to $10 billion by 1977. From there it rises gradually and more steeply to $30 in 2000.
