Exhibit 6-23 is a chart that shows the Federal share of public funding for transit between 1961 and 2000. The vertical axis measures percentages from 0 to 50 in increments of 50 percent, and the horizontal axis measures the years from 1961 to 1999 in increments of 2 years. The line starts at 0 and rises to 9 percent in 1969, drops to 6 percent in 1970, then rises sharply to 35 percent by 1976. From there it rises more slowly to a peak of 42 percent in 1981 before dropping sharply to 22 percent by 1993. from there it rises to 27 percent in 1997 and settles at 25 percent in 2000.
