Exhibit 6-8 includes a chart that shows highway funding by level of government between 1957 and 2000. The vertical axis measures percentages from 0 to 70 in increments of 10 percent. The horizontal axis measures the years from 1957 to 2000 in increments of 4 years. The first of two lines, for federal percent of highway capital outlay, starts at 20 percent in 1957, rises to 50 percent by 1960, fluctuates between 40 and 50 percent between 1961 and 1975, rises to a peak of 60 percent in 1977, fluctuates between 50 and 59 percent between 1978 and 1986, and stays steady between 40 and 50 percent from 1987 to 2000. And the second line, for federal percent of total highway expenditures, starts at 10 percent in 1957, rising to a peak of 30 percent in 1960, and staying steadily between 20 and 30 percent through to 2000.
