Annual VMT Growth Rates, 1980 to 2000

Exhibit 9-7

Exhibit 9-7 includes a chart that shows the progressive increase in annual projected highway vehicle miles traveled (VMT) at different funding levels in billions of 2000 dollars. The vertical axis measures VMT in millions from 2,500,000 to 4,500,000 in increments of 2 million. The horizontal axis measures every two years between 2002 and 2020. The first of three lines-for cost to improve highways-starts at about 2,750,000 million VMT in 2002 and increases by about 500,000 VMT every year to about 4,300,000 million in 2020. The second of three lines-for cost to maintain highways-also starts at about 2,750,000 million VMT in 2002 and increases by a slightly smaller amount than "improve" every year, ending up at about 4,200,000 million in 2020. The third of three lines-for maintaining current funding-also starts at about 2,750,000 million VMT in 2002 and increases by a slightly smaller amount than "maintain" every year, ending up at about 4,050,000 million in 2020.
