Exhibit ES06B is a bar graph that shows annual hours of traveler delay in 1987 vs 2000. The vertical axis measures hours from 0 to 50 in increments of 10 hours. The horizontal axis measures annual hours of traveler delay in 1987 and 2000 according to four urbanized area sizes. In the first bar for urbanized areas with populations of less than 500,000, annual hours of traveler delay was 4.8 in 1987 and 15.2 in 2000. In the second bar for urbanized areas with populations between 500,000 and 1 million, annual hours of traveler delay was 8.9 in 1987 and 25.3 in 2000. In the third bar for urbanized areas with populations between 1 million and 3 million, annual hours of traveler delay was 15.7 in 1987 and 36.4 in 2000. And in the fourth bar for urbanized areas with populations of more than 3 million, annual hours of traveler delay was 26.4 in 1987 and 41.3 in 2000.
