Exhibit ES08B is a bar graph that shows the decline in the injury rate between 1989 and 2000. The vertical axis measures injuries per 100 million vehicle miles traveled (VMT) between 0 and 200 in increments of 50. The horizontal axis measures every year between 1989 and 2000. There were about 160 injuries per 100 million VMT in 1989, falling to about 155 in 1990, 150 in 1991, 145 in 1992 and 1993, 150 in 1994, 1995, and 1996, 140 in 1997, 125 in 1998 and 1999, and about 120 in 2000.
