Exhibit ES09C is a bar graph that shows fatalities per 100 million passenger miles traveled (PMT) in 2000. The vertical axis measures fatalities per 100 million PMT between 0 and 4 in increments of 0.5. The horizontal axis has five bars for five different modes of transit. Demand response, the first bar, had 3.77 fatalities per 100 million PMT in 2000. Light rail had 2.24, commuter rail had .99, heavy rail had .56, and bus had .51.
