Exhibit ES12A is a pie chart that shows the average annual cost to improve highways and bridges, distribution by improvement type. $49.9 billion, or 46.7 percent, is for system expansion; $48.5 billion, or 45.4 percent, is for system preservation; and $8.4 billion, or 7.9 percent, is for system enhancement.
