Exhibit ES13B is a bar graph that shows the annual cost to maintain and improve conditions and performance by investment type in 2000. The vertical axis measures billions of dollars from 0 to 25 in increments of $5 billion. The horizontal axis has two bars-one for "maintain conditions and performance" and the other for "improve conditions and performance." The first bar, for "maintain," is divided into two parts: $9.2 billion is for replacement and rehabilitation while $5.6 billion is for asset expansion.
