Exhibit ES19A is a bar graph that shows the growth of transit annual investment requirements. The vertical axis measures billions of 2000 dollars from 0 to 30 in increments of $5 billion. The horizontal axis has four bars with two parts each. In the first bar-Baseline 1.60 percent-the cost to maintain conditions and performance is $14.8 billion and the cost to improve conditions and performance is $20.6 billion. In the second bar-Decreased 100 percent to 0 percent-the cost to maintain conditions and performance is $9.2 billion and the cost to improve conditions and performance is $15.0 billion. In the third bar-Decreased 50 percent to .80 percent-the cost to maintain conditions and performance is $12.1 billion and the cost to improve conditions and performance is $17.9 billion.
