Economically Efficient Investment Requirements (see description below)

Exhibit II-1 is a chart that shows economically efficient investment requirements. The vertical axis measures benefit-cost ratio from 0 to 5.0 in increments of 0.5. The horizontal axis has no measurement, only "total capital investment expenditure." According to the chart, the benefit-cost ratio decreases as total capital investment expenditures increase.
